Time passed and in spite of several new prope emails from me, we got no
responses back until now. They now say:

I'm disappointed by their silence and slowness and I consider this a not so
subtle hint that the SFC is not for us. I will not push forward on this.
We already have open collective as a good way to receive donations and hold
funds for us (https://opencollective.com/curl).
In the "governance" suggestion document from October 2018 [*] we proposed
forming a "steering committe", a "core team", if you want so that decisions
about money and "larger" issues in the project could be handled by someone
more than just me but still perhaps a smaller team than the entire
curl-library list, and I still think that's a good idea. I'll probably get
back to this topic later this summer (as I'm just about to take off on
vacation now).
