No need for CygWin.
Just use the official build for win32 "CURL for 32 Bit" at
https://curl.haxx.se/windows/
libcurl.dll depends only on dlibcrypto-1_1.dll and libssl-1_1.dll,
both included in the distribution.
All three DLLs have other dependencies just on windows DLLs.
