Does curl-7.61.1_6-win64-mingw work on windows 10 x64?

I think that I should just be able to download the files and put them in
the path and they should work. I cannot seem to get the dll recognized on
windows 10 64bit.... Here is more information:

I must be doing something wrong...but I cannot figure it out.

Thoughts? and thanks. I am out of things to try.
