Include CA Bundle at Build Time on Windows

Hi,

How do you specify the location of a CA bundle at build time on Windows? I
don't see an option in "BUILD.WINDOWS.txt."

I do see:
--with-ca-bundle=FILE: use the specified file as CA certificate store. CA
certificates need to be concatenated in PEM format into this file.

But I believe that is for the configure script for nix systems (please
correct me if that's wrong).
