I tried this tool too, as (inside a 'upload-speed.bat'):
   ptime.exe -- curl.exe -# --output - -w"speed:%%{speed_upload} bytes/sec\n" %URL% -T %TEST_FILE%

But always got things like:
   -=O=- # # # #
   speed:0,000curl: (6) Could not resolve host: bytes
   Warning: Binary output can mess up your terminal. Use "--output -" to tell
   Warning: curl to output it to your terminal anyway, or consider "--output
   Warning: <FILE>" to save to a file.
   speed:0,000time: elapsed: 3203ms, kernel: 203ms, user: 46ms

w/o, ptime, curl has no complains.
How did you use ptime for curl? And under bash (I use 4nt)?

I ended up with:
   ptime -- upload-speed.bat
