Yes, they have a native API for IDN on Windows.

I don't think this is the best crowd to ask. For macOS API questions, I
presume you're better off asking Apple or in a more Apple specific forum. I
did some quick google searches for this but came up with nothing.

I believe the browsers all implement their own code for this functionality.
