Oops, that's a mistake. I believe I just fixed and pushed a fix for this after
this email. Normal builds or make dist should not need roffit (anymore).

BTW, if you want a tarball made the exact same way we do releases, make them
with:

  $ ./maketgz 7.100.0-test

(where 7.100.0-test is the version name you pick for your tarball build)
