The docs/curl.1 file in the daily snapshot tarballs is not being regenerated
for each release. It's quite out of date, and is causing test 1139 to fail.
Related to this, tool_hugehelp.c contains (naturally) the same out-of-date
manual. maketgz says "you should first run ./buildconf and build curl once"
which, if done, would build both these files (I didn't spot any issues here) so
I'm guessing that this build isn't being done each time the snapshots are
built. The ./config.status --recheck being done in maketgz implies this, as an
actual build would need to do that itself.
