file: parsing changes and uninitialized buffer

There have been a bunch of test failures in my size-reduced autobuilds
(disabling all protocols except HTTP) since the file: changes went in
Thursday, e.g.
https://curl.haxx.se/dev/log.cgi?id=20170117023429-1940
The error messages imply there's an uninitialized buffer being accessed
somewhere, for example:

Info: Protocol "▒s� " not supported or disabled in libcurl

1d4202ad looks like the breaking commit.
