Sorry, I don't understand. You can "get" libcurl exactly the same way today as
you could before and as you will be able tomorrow.
"libcurl4-openssl-dev" is an ubuntu package. I don't know how that has changed
recently or not and how that matters. Can you elaborate?

Putting everything like that into the same .so sounds unorthodox and I don't
see why you'd prefer that. Just use them separately and link with them all.
