I've read your patch and this seems very interesting, at least for C and
C++. However this is unlikely accessible to any other language binding.

As an extension to this, we could also have additional autoconf macros
in libcurl.m4.

Just a small remark: you should store the latest version of the target
file in the github repository to support this feature on systems that do
not have perl ;-) ... or have an alternate build script in shell
language for it.
