I believe we have both users who'd like it and I think it is feasable, at
least with a new enough WinSSL version - I suspect at least windows 10 is a
requirement.

Yes!

See how ALPN (and h2) is selected in the other SSL backends and make sure we
can do the same for WinSSL.
