You're missing my point: libcurl will fill it if there's just enough data
there to fill it up with. Not filling it completely indicates there isn't.

Hm, yeah that shouldn't be terribly slow unless you download very large
contents...

I don't think it is a libcurl problem, but I can't tell for sure.
