Hello all,

Attached is my patch for adding PEM file format support for public key
pinning. Per previous discussion on the mailing list, I implemented a
backend agnostic PEM -> DER conversion using libcurl's base64 method in
vtls.c so it automatically works for all current and future backends.

I also added 2 additional tests that use PEM formatted keys, and updated
the documentation.
