by accident i mixed curl 7.37.1 with libcurl 7.36.
after upgrading libcurl everything is working:

root_at_box:~ curl http://[fe80::6670:2ff:fe8b:221e%25wlan0]/robots.txt
User-agent: *
Disallow: /cgi-bin/

root_at_box:~ curl http://[fe80::6670:2ff:fe8b:221e%wlan0]/robots.txt
