I'm trying to spot what could possibly create that difference but A) those
small packet trace logs don't show a lot and are hard to read and B) lib/ftp.c
didn't really change a lot between 7.29.0 and 7.32.0 and I failed to see
anything that I would even consider a likely candidate for an explanation!

Are you working against a local FTP server, what is the general RTT to it like
with a mere ping?

Do you see the same slowdown with a download? Can you try using active
(PORT/EPRT) mode and see if it shows any difference?
