Per the response from Paypal go here to read API docs

Your cURL request worked fine; but just because the JSON validates doesn't
mean it's in the exact form Paypal wants it. It could have whitespace, be
missing nodes, etc.

I am running on windows using a batch file and I get an error message that

JSON is not well formed.

The JSON validates OK.

Attached is the batch file and a trace file.

Does anyone see what I need to change?
