patch - Initial set of files for Curl on VMS using GNV toolkit.

This is the initial set off files for building Curl on OpenVMS using the
GNV (GNu on VMS) tool kit, and the port of Bash 4.2.45 for OpenVMS that
will be released shortly.
I am currently reworking the files for building the libcurl shared image
and PCSI kit to support VAX/VMS and curl build via the current DCL based
procedure.
This is also my first attempt at having git generate a patch.
