Yes, I didn't consider Windows at all. I've not used Perl much; and
Perl on Windows perhaps once about 10 years ago. So I don't have any
intuition surrounding writing cross platform Perl, nor do I have it
here to test. Sorry you've had to spend time on this.

No idea either. Round tripping via openssl, then out to ca-bundle.crt
seems to make sense to me too.
