Right, but that's actually irrelevant to a user. The docs describes how the
function is expected to work and both behaviors match the description:

   "If no extra file descriptors are provided and libcurl has no file
   descriptor to offer to wait for, this function will return immediately."

If you can specify exactly what you think is missing, ideally with a patch or
a suggestion of the enhanced phrasing, please do!
