Hi!

I've managed to fix the known regressions in the 7.28.0 release and so far the
RELEASE-NOTES contains 18 bug fixes.

I previously mentioned doning a "quick" patch release to address the
regressions, but as I still have a few bugs left open and there's no crowds
with pichforks yelling outside my door, I decided to keep fixing bugs and I
now aim at a patch release on November 20.

So, we still avoid merging new features for another little while until we can
ship 7.28.1.
