I don't want to change the contents of that file since it is also commonly
referred to from all over as the acutal original Netscape cookie "spec" (since
the original one is no longer hosted by netscape.com).
But you're right. That page and the new RFC neither describe the actual file
format or anything.
I suggest we change the text in the cookie file header to point to a new URL
that serves as a generic cookie info landing page that describes where to find
the standards, some basic how-to stuff for curl and cookies, the used file
format etc.
