Thanks, it has helped to see what was going on. Commit 5c0ad9581d
pushed right now adjusting ftpserver.pl should fix the issue. In case
issue persists a pointer to new logs will be welcomed. nspr 4.8.9
fails to build on cygwin and that's all I'll have around for some time
so I'm unable of testing this myself.

Let's await your results before digging further.

Yep it is intentional. sread for sockets, read for non-sockets.
