    configure: add support for pkg-config detection of libidn

but I don't see immediately how. It doesn't break everywhere, it seems
to be depending either on the version of pkg-config installed (and its
m4 macros). One which fails has pkg-config 0.21, one which is ok has
pkg-config 0.26. But the latter has newer autotools versions as well.
