How to send fragment part of URL?

Hi,
I have a special requirement of sending fragment part of URL in WebDAV
COPY request as follows
COPY /#da39a3ee5e6b4b0d3255bfef95601890afd80709 HTTP/1.1
Host: mydrive.example.com
Destination: /some/destination/path
Libcurl terminates the part starting from #. libcurl version used is 7.21.7.
