I'm trying my best at getting back up to speed with libcurl hacking, and I've
started by updating TODO-RELEASE with all the pending issues I can find notes
about.

If you have reported problems or posted a patch recently, please check
https://github.com/bagder/curl/blob/master/TODO-RELEASE and see if your issue
is there.

This is also an excellent chance to grab an issue and work on it to help us
forward. This is obviously a fairly sizeable backlog so I'll appreciate your
added reviews, comments, tests or patches. Thanks.
