I set myself the goal of learning C99, and this is a project that I can
gain experience with. I realize that C isn't probably the language of
choice for coding a Wikipedia bot.

Out of curiosity, are you coding it because you need the
functionality, or because you need the data? In the latter case, are
you aware of http://en.wikipedia.org/wiki/Wikipedia:Database_download
?
