You gave me the key to solution!
I happen to have two routers/firewalls in between and apparently one of
them blocks EPSV in this set-up.
Never had any problems with it, but searching for "epsv filezilla" I
found the following forum entry:

which speaks for itself.
The relationship to windows/Visual Prolog/curl-multi must have been just
incidental/accidental.
Consider the case closed. Thanks a tremendous lot! I will try and tame
the routers.
