Yes, at least CHANGES should be possible to make automatically from git. The
RELEASE-NOTES is a much more filtered and human-edited version so that simply
won't be easily done automatically - and I don't want to update that just
before release since it puts so much work at me at release time instead of
having it spread out evenly on all of us over time.

I'll see if I can make a script or something to produce a CHANGES-looking
output (it doesn't have to look exactly like it but not too far off) and if
I'm happy with that I think we can stop manually updating it.
