Win32 is not configure-aware out-of-the-box; if you want to use
configure magic then you should change your compiler to either
MingW32+MSYS, or Cygwin. For Borland please read the section in
docs/INSTALL as I suggested before, and try in the source tree root:
make borland-ssl
