I get the same behavior with your patch and mine. I still can't see a case
where you'd get different behavior but I'm fine with your patch. It does
seem like it violates a bit of abstraction. It assumes that pkgconfig names
its file openssl.pc. With your patch, configure doesn't run
CURL_CHECK_PKGCONFIG(openssl) if openssl.pc doesn't exist which I suppose
saves a bit of time. With my patch, when openssl.pc doesn't exist that
macro does run and sets PKGCONFIG to no, so neither SSL_CPPFLAGS nor
SSL_LDFLAGS changes.

Anyway, I'd love to see either patch committed.
