build libcurl for z-linux S/390 31-bit

Hi,
I would like to build 31-bit libcurl using openssl in Z-Linux for S/390.
The package I used is curl-7.19.0. I want to pass compiling option -m31.
Here is the command line input to configure:
Prompt > ./configure -with-ssl=/myopenssldir CFLAGS='-m31'
Because of passing in the CFLAGS, I got result indicating that ssl is
not enabled, such as:
SSL support: no
Could you advise?
