Hi,
some more info on this:
Kamil pointed me to the PKG_CONFIG_PATH var, and from commandline I get
this:
PKG_CONFIG_PATH=/usr/i686-pc-mingw32/sys-root/mingw/lib/pkgconfig
pkg-config --libs --modversion nss
3.12.3
-L/usr/i686-pc-mingw32/sys-root/mingw/lib -lssl3 -lsmime3 -lnss3
-lnssutil3 -lplds4 -lplc4 -lnspr4

so from that everything seems right, however configure still doesnt
accept NSS:

checking for PK11_CreateGenericObject in -lnss3... yes
checking for NSS_Initialize in -lnss3... no
configure: WARNING: SSL disabled, you will not be able to use HTTPS,
FTPS, NTLM and more.
configure: WARNING: Use --with-ssl, --with-gnutls or --with-nss to
address this.
