It's a little hard to say. I use many platforms but since this is for
generic users, it would be reasonable to assume that some of them have
only Windows.

How about tcpdump [1] and tcpreplay [2]?

Thank you - I hadn't been thinking in terms of general TCP recording,
I'd been thinking of a higher-level HTTP-specific technique, but of
course you're right that these would do the job. They do apparently run
on Windows under Cygwin.

Given these to start with I was able to come up with a couple of similar
tools: Tomahawk (http://tomahawk.sourceforge.net) and Traffic Replay
(http://www.dejavunet.net/product_tr.html), a commercial product.
