That, as I understand it, is the correct thing to do. The year shown in
the copyright notice, in most jurisdictions, is meant to be the "year of
first publication", i.e. the earliest year in which the code was
published in its current form. If there have not been any substantive
changes to the file in question since that date, updating the year would
not generally be appropriate.
