All the packages listed by the download wizard are created and supplied by
third parties and are not supplied as part of the curl project. It's entirely
possible that no kind soul has created an MSVC binary with SSL support,
in which case you can always download the source code and create one yourself.

However, I just downloaded the 7.15.1 MSVC package listed as having SSL
support on the download page, and the libcurl.dll therein does, indeed,
depend on the OpenSSL libraries. That means it should support HTTPS
URLs. In fact, I just tried downloading an HTTPS URL using the curl.exe
included in the package and it worked fine. Are you sure you're linking
your app against the right library?
