Hey

I decided we name the next release 7.19.0 (and I believe I've modified all
necessary files accordingly). This is because we already have three new
options added (and I have one more potential addition pending), and even
though it's not relevant to libcurl I also did some major changes in the
command line tool and since I number the tool and the lib the same, it felt
good to bump it for this reason as well.

But no, this is not a major SONAME number bump.
