Server based web application support for cgi or isapi?

Hello,
   
  I am new to this forum and I would like to know if libcURL provides support for web based applictions (like cgi or isapi apps)? From my very limited research on this library, it appears to me that libcURL can provide transfer functionality to a cgi or isapi application and that its intent is not to support cgi or isapi development. I am hoping that I am wrong because I can see that this library has ton of interesting transfer features that I am sure I will be taking advantage of in the near future.
   
  But for now, assuming I were to create a web based application (exe or dll), would libcURL provide the application with the following functionality:
   
  1) reading cookies sent by a web visitor's internet browser as well as sending cookies back to the web visitor?
   
  2) URL encoding/decoding for characters other than a-Z, 0-9?
   
  3) reading form parameters sent via GET or POST?
   
  I have used two different cgi/isapi development libraries before that lack many of the transfer features found in cURLpp.
