Adding HAVE_SYS_TIME_H

I added a fix for Watcom yesterday since it lacks <sys/time.h>.
I'm not particularly happy about this; it should preferably be inside
an "#Ifdef HAVE_SYS_TIME_H".
Can someone add this to automake? I'm a completely newbie to
the auto* tools. Then I'll do the rest.
