Presumably. I meant "fail" as in it would fail to compress the data, which
I suppose is a pretty benign failure mode in most cases.

That's what was reported here recently, but such servers are so severely
broken I doubt it's worth supporting them. But then, sending deflate data
without the header is just about as broken.
