I did export CC=icc and export CXX=icc, did a configure, and when I went
to do a make, it had chosen the wrong form of gethostbyname.

I was wrong about icc building ok-- it just did gcc in the makefiles.
What do I need to set for environment variables? In our build system, I
just set CC and CCC.

We used to configure and build with icc just fine, and I certainly
wouldn't
mind fixing any flaws that prevents that in the current code.

Did you read docs/INSTALL? There are makefiles for MSVC, borland and
mingw.
