This is not a bug IMHO, it's a feature request.

This is an invalid URL, so you cannot really expect any particular
behaviour from curl. According to RFC 1738, "All unsafe characters must
always be encoded within a URL", this includes spaces. (But automatic
escaping would be a nice feature.)
