Makefile.vc6 with CARES support enabled

I have some changes into libcurl makefile for vc6 to allow the use (or
not by default) of c-ares.

Only need to add USE_ARES=1 in the nmake command line.

I attach the makefile and its working for me. I think it could be in the
next libcurl release.

At the moment, because areslib are used in the static lib mode (under
windows at least), I not propose any "ares-dll" or "ares" modifications
into the makefile, only a parameter.

I had some troubles while adding the ares support to compile in my winxp
machine:
    1) INCLUDE/LIB environment variables could be important, because if
I put "visual studio" includes before "sdk" includes, libares compile,
but curl not compile, or viceversa.
    2) A work around is copy to have the sdk include/lib first and the
visual studio include path after it.
    3) And, after that, copy the ws2tcpip.h from visual estudio include
path into the sdk include path. Some warnings appears along the
compilation process, but it compile fine.

I think this can help some win32 developers.
