Timeouts during SSL handshakes

Hello guys,
I have a question on how curl handles slow SSL handshakes. Does CURL v7
handle timeout on SSL handshakes ? Will setting CURLOPT_CONNECTTIMEOUT and
CURLOPT_LOW_SPEED_TIME along with CURLOPT_LOW_SPEED_LIMIT help when CURL
tries to establish a secure connection with a HTTPS server. Ideally, I
would like the connection to be *timed out* and aborted. I am yet to see
this when I am testing my server but I would like to code for the worst case
scenario.
Any valuable insights ?
