lower automake version requirement

Hi Daniel,
I've just tried an autobuild run on my RedHat 9 box after I had lowered the requirements for automake in buildconf to 1.6, and as you can see at the autobuild stats it went through without problems... - except the bison warnings with getdate.y which seem to be filtered out...
so is it acceptable that we lower the automake requirement from 1.7 to 1.6 ??
