ares and CURLOPT_ERRORBUFFER

I had some problems with the error buffer not being set when using the
multi-interface and ares. A little googling and I found:

I investigated and the code that was commited to fix this seems to have
disappeared? I have attached patches for 7.11.1 and HEAD. Please let
me know if they look correct.
