Summary: --without-ssl configure flag problem

Initial Comment:
I passed --without-ssl to the configure script but the
resulting Makefiles still wanted to link the binaries to
libssl and libcrypto even though compiling ssl-related
code was disabled correctly.
 
curl version: 7.11.1
OS: Gentoo Linux (should have the latest build tools)
