Perl is arguably easier to get and install for win32 than a bourne shell. Also, the script would need changes anyway to detect which operating system it's running on, to execute the right commands (nmake vs make, etc). Also my testcurl.pl no longer depends on an external grep or sed. And when I get the actual tests running, perl is already required for those.

The reason I'm doing this is because the environment where I'm actually using curl is also all native win32, not involving mingw or cygwin. I envision there being multiple win32 builds on the build status page: msvc, mingw, cygwin, etc.
