That implements all the registry checks for NT. I tested it using the
included adig utility, before applying my patch I would just get:
ares_init_options: Error reading file

After applying my patch it successfully performed any DNS lookup I
requested. I'd definately recommend it be tested some more, but from my end
it seems to work just fine.
