The issues in terms of MVS are:

Within the MVS environment, there are "sort-of" 2 sub-environments: "pure"
MVS and USS.
USS is fully integrated UNIX environment within MVS. "Pure" MVS is the
standard non-UNIX environment.
C or C++ is supported in both cases but my company or I do not have a C
compiler for MVS (we do not use that language on the mainframe) - we use
JAVA and other languages.
I may be able to get a free "C" compiler for MVS; but I am not sure?
Additionally, MVS is EBCDIC-based but conversion to ASCII is relatively
easy.

I have written a mainframe-based REXX program that uses IP sockets to pull
web site data but it is very limited compared to CURL and the problem that I
am facing right now is that I need to access web-sites via
HTTPS/certificates and it would take too long to develop (which brought me
to CURL).

I'm totally lost when it comes to MVS and what kind of requirements it puts
on software and/or its source code.

I'm not aware of anyone having ported curl to MVS ever before. Perhaps we
could help you get it working or is it out of the question?
